Adding an Overlay in services section

Hi, I have the Illdy theme installed and I have a Services-Widget. I would like to add CSS to this for an overlay. I am looking for help to do the following: When the mouse moves over that particular service, it fades and has a small dialogue box with a link.

I added a plugin so I can see the CSS box associated with the object and pasted the below. This doesn’t provide an overlay for me… Nor does it have a link. Any help much appreciated…
