Is there a way to move the tags (shown the first Screenshot below - Dog Recipes, Dog Treats, Homemade Dog Food) so that they appear just under the bit where it says ’ Recipes for Pets’
Alternatively - can I have them listed under the post heading? (where it says Pumpkin and Peanut Butter Dog Treats)

I don’t see ‘Recipes for Pets’ anywhere in your shared screenshot so could you please share the screenshot of it?

Yes but to achieve that you have to develop custom code.
