Changing the size of the Footer

I have two questions about the Shapely theme.

I’d like to adjust the height of the footer to make it smaller on my homepage (or throughout the site). Right now on the Portfolio page (which is my home page) it comes up right under the portfolio projects. I’d like a gap between it and them.

Also I’ve tried changing the menu action colors in the customizer but they don’t change. They are staying Black and Blue. How do I set them to the colors I have chosen in the Customizer?
