I have duplicated the front page under menu - primary menu, and then created two different pages under the front page format. However they are both duplicating under the same content. Is there a way to have two separate front pages with different content?

Actually, you have not duplicated front pages, its just a duplcate menu eleemnts linked to one homepage menu 
Thanks for the reply, is there a way to duplicate the front page in terms of blocks and layout? Rather than have a front page and a blog page?

Sorry but no, this is not possible, blocks and widgets are available only for frontpage
