On the demo there’s an area below the main jump slider area that has “Do you like this awesome and completely free WordPress theme?” with a download button.
How do I add a similar area once I’ve installed the Sparkling theme?

It is Call for Action button that you can configure to display as described on the following page in the section “13. Call for Action”.
