Custom Page Template

Hello,
When I go to make a custom page template, I am not receiving any of the information from the theme. The header is blank, no CSS files, etc… How can I create a custom page template and still have it plug into the theme accordingly. I just copied and pasted the file into a different php file, gave it a name, and then uploaded it to the theme root folder. What else can happen to make this work?
