I can’t seem to find out how to edit anything once I am at the portfolio tab on the dashboard and clicked on the page I want to edit.
I would like to edit the background image and change the title of “Portfolio” to something else, along with switching off publisher title and comments section.

Could you please tell me how you have set it and share me the page URL from your site where it is displaying so that i can help you?
You can try achieving other things by using the attached custom child theme of Shapely theme that contains some custom code.
To change the Portfolio title please change the Portfolio text in the functions.php file of shared child theme on line number 36
