Is an header.php banner image possible on all pages?

I am not sure which banner image you are talking about.
Are you referring the slider in the header?

Sorry for lack of information. I am currently only using the blog category-based slider on the homepage. and would like to utilize the “top-section” tag as an area for a banner image that spans the full width directly below the navigation and above the page content.
Currently my solution was to add <div id="banner"></div> in the top-section tag, and have the body classname dictate the banner image displayed (if any) via css.
Sorry but still it is not clear for me what you are trying to achieve so could you please share the screenshot of it?
