When arriving at the homepage of my website, the new header image takes some time to be completely displayed. The size from the image is 4MB. Can this be the reason causing this issue, and if yes, how can I make sure that the image remains from a good quality when I lower the size?

Yes it is happening because the header image http://fietsdewereldrond.nl/wp-content/uploads/2016/11/DSC_0324.png on your site is too large than the required.
To avoid this please make sure to use the header image having size 1140px X 450px so that it will remain in good quality.
