the tagline is still not showing.
The sparkling theme doesn’t display any tagline which you can see on this demo site Sparkling - Free flat design WordPress theme developed using Bootstrap 3 and is well suited for blogs, portfolio, design, photography and other creative websites
You can try displaying it using the custom solution shared in the following reply.

I wish you had a search feature for your forum. I could probably find the answer then.
You can search the forum on the page https://colorlibsupport.com/ by using the search form as shown in the attached screenshot.
