I mistakingly bought a bootstrap template (MeetUp) and have a client that loves it.
I cannot get it to load into Wordpress and have been trying to read up on how I can, seems like there is a way. I just haven’t found it yet.

Sorry but no, bootstrap templates is not possible to install in WordPress 
WordPress is a content management system where specially coded templates, called “themes” must be installed, unfortunately, there is no chance to install HTML/bootstrap templates in WordPress
