Can I copy a free template design using a different technology and release it to the public?

I have some free blog templates from Colorlib that I intend to convert to React templates for a backend I’m building. I want people to be able to use these templates since it would have been modified to use my API.

Can I do this? I will leave the attribution to Colorlib in the footer.
