Can't import - Styling CSS file Missing

I am trying to install the “Virtual Assistant” theme but I’m receiving this error message:

Installing the theme…

The package could not be installed. The theme is missing the style.css stylesheet.

Theme installation failed.

Based on what I’ve read from other posts this may not be a WordPress theme, only HTML. If thats the case, how do I go about receiving a refund?

dear @RobinPike Virtual Assistant is not a WordPress theme, its an HTML template and can not be installed in the WordPress as a theme
