Coming Soon v12 template and the issue is that I have downloaded the template on my laptop but I am not able to install it in my wordpress themes.

It’s not a WordPress theme, it’s an HTML template, which is why you can’t install it on WordPress.

But if I want to upload that particular theme to wordpress how can I do that?

Uploading an HTML template in WordPress is not possible, in fact, it’s not possible at all. HTML templates should be used as they are. However, it is possible to convert them into WordPress themes, but this will need a lot of customization.
