Creating a call to action

Hello,

I want to create a call to action that appears on one of the single pages(it’s ok if all single pages). I want to create it as either a pop up or an overlay on top of the single page header image.

I am aware this may require some custom work. I think this can get completed with WP-c7forum, CSS, and HTML. I just need some help getting started. Do you have any ideas or resources I can read?

You can always do some custom coding with what you stated, but there’s problably some out of the box solution in the plugin library.
