I already fixed the topbar with instructions in this forum, but I would like to create the shadow and this fancy resize effect (https://1.envato.market/c/369282/275988/4415?u=https://themeforest.net/item/salient-responsive-multipurpose-theme/full_screen_preview/4363266) when you rolling the page down.

Is it possible to implement this on Sparkling theme?

Unfortunately, it is out of scope of free support as it is not related to theme setup and configuration but is request for custom development.
