Ok, now I learned that Genesis is framework like Bootstrap which is used by these free Colorlib free themes. But is there such Hook method for Bootstrap themes available or plug ins to implement that?

The colorlib themes are not Genesis Framework themes but the themes developed using underscores starter theme so the Genesis Framework hooks don’t work with them.
