I would like my static front page to be my blog posts, but I would also like my blog posts to come up under my BLOG Page.
I can’t same to make this happen.
If I put my front page display with latest posts, then they dont appear under my blog page tab.

As it stands if you have a blog page assigned WordPress won’t allow you to have another blog page like that, however you can use a third party plugin to add a new blog display on a page.
Please have a look at the following options:
A page builder is also a good option:
