How to create a divider?

And can I add some text into this divider?

Hi there,

My website looks now like screenshot 1
and I would like it to look like 2.
Means just under homepage image, to add divider, where I could fill in some text.

Do I need to install some plugins? which one or??

Hello there,

I hope you are doing well today.

You would not be able to add a text area in that location but if you have an unused frontpage widget area then you can go to Appearance > Customize > Frontpage sections and move the unused widget area up to just below the jumbotron widget area and add a text widget there.
