This is all new to me so sorry if this is a silly question, but I am trying desperately top find out how/where I can create #ID Anchor points for buttons and menus to reference certain sections of my website

I have all of my buttons and menus where I want them, I just cant click on them as I have nothing to reference.
Any help would be greatly appreciated.
