Not seeing publish option when I use login customizeer

I only see the save option when I create the custom login, I don’t see a publish option. Can you help me with this.

Thank you. When I try to login into my site, I am not seeing the custom login page. Is there something I need to do in order to direct users to a specific place to login in order to get this view?
