I have 12 items in my portfolio, and items 12 and 13 will re-arrange upon initialization of the site; they will swap positions back and forth. Any help in fixing this would be very, very appreciated:

I have done as you said, unfortunately the issue persists after clearing cache. I have also tested this on 3 different machines.
As soon as the site loads, the bottom center panels switch position back and forth, does that not reproduce on your end?
Ok so, any help here? The issue is clearly evident across all browsers.
