If i purchase a LIFETIME license, can i use the HTML template in my website builder system to provide
web design service clients?

i own SAAS based website builder system, so i want my clients can DEPLOY the HTML template into their account.

Let me know if this possible

Nope, these templates are not for resel to third party side, you can use them yourself but you should not provide them to anyone else.
