Theme Options not in menu list

Hi:

I love the Sparkling theme and I have used it on several sites. On the latest site there is no Theme Options in the Appearance menu (see screen shot). This is a new site and there are no plugins. Can you please tell em how to get the Theme Options to show?

I’m having the same issue after updating. I reverted my parent theme back to 1.9.3 to get it working again.
