Using anchors in Shapley with it's widgets

Hi I’m trying my best to enable smooth transitioning anchors in Shapely. I have the HOME page setup using the [Shapely] widgets and would like the menu at the top to be able to transition to the different widget sections below smoothly. Also is there a way to pin the menu at the top so that when you’re scrolling down you can still view it?
