Welfare theme missing style.css stylesheet

I am trying to upload the free website template “Welfare” that I downloaded off of Colorlib. When I try to upload it to GoDaddy.com, it keeps giving me an error message saying that the “theme is missing the style.css stylesheet.”

Where do I go from there?

This is html template and it’s not possible to install it as a WordPress theme
