where or how can I change the format of the “date” below the title of a post in the Activelle Recent Post Widget (see screenshot in attachment)?
I would prefer to use the German date format.
Example: instead of “19 Apr , 2016” showing “19. April 2016”

Yes you can achieve this by removing the previously provided plugin and using the updated plugin attached to this reply.
